A Supplemental Claim is how you reopen an issue when you have new evidence the VA did not have. Buddy statements, a nexus letter, or a later diagnosis can qualify. Do not pick HLR if the missing piece is new records.

  • The decision letter
  • The new evidence
  • A short list of which issues you are reopening
Moves.
  1. Name the issues from the decision letter.
  2. Attach only evidence that is new and relevant.
  3. File the Supplemental Claim on VA.gov or with a VSO.

Timing hint: Evidence gathering is the slow part — do it before you file.
