A Supplemental Claim is how you reopen an issue when you have new evidence the VA did not have. Buddy statements, a nexus letter, or a later diagnosis can qualify. Do not pick HLR if the missing piece is new records.

- A short list of which issues you are reopening
- Name the issues from the decision letter.
- Attach only evidence that is new and relevant.
- File the Supplemental Claim on VA.gov or with a VSO.
