HLR, Supplemental, or Board — pick one lane

New evidence is Supplemental. Same record is Higher-Level Review. The Board is later and slower.

  1. If you have new medical evidence, do not file a Higher-Level Review.
  2. If you believe VA already had the proof and scored it wrong, HLR is the lane.
  3. A Board appeal is a Veterans Law Judge. Choose direct review, evidence, or a hearing on purpose.
  4. Deadlines are on the decision letter. Missing one is how people start over.
